Osb has a smoother and more consistent finished surface and a painted osb wall will have a smoother look than a painted plywood wall.
Have built many garage shelves and plywood is my standard.
Plywood is more moisture resistant than osb and can be a better choice if you live in a humid climate or if your garage is underground and prone to retain moisture and humidity.

We ripped plywood into 15 3 4 strips so it would fit easily inside the shelves and also accounts for the saw blade width and layed the plywood on the shelving.
While osb will work ok the one thing to consider is painting.
Garage storage and shelving solutions are abundant but the prices can be shocking.
We use 1 2 plywood for the 16 width shelving perhaps go up to 5 8 or 3 4 if you do 24 wide shelving or have especially heavy loads destined for these shelves.
If you plan on painting the shelving then i would go with plywood.
Osb is less expensive than plywood.
